[Chapter-delegates] Application to form a Special Interest Group

I don't have a problem with an observatory. There are already many avenues
of action on cybersecurity, including the IETF and OWASP.
What is difficult, is keeping current with it all!
In the case of Internet Governance, initiatives like GIPO and the GIP
Digital Watch are very helpful, especially in keeping up with regional
activity.
