which gives three years of excellent opportunity for newcomers to review
and contribute, maybe even only once.  More people don't have to bring
more drafts.  What the IETF needs is more and better review.
To that extent, the expectations should be managed and I think the
list of criteria Olivier and the team provided, is very helpful.
