[Chapter-delegates] Proposal for IETF Registration fee support for Chapters

The IETF also has "day passes".  From the IETF registration page:

     One Day Pass: $375 USD (Includes access to any one day of meeting
     sessions and breaks, plus the Sunday Tutorials & Reception, and the
     Plenaries).

This allows someone who is local to attend Sunday tutorials and
reception, a meeting day of their choosing, and the evening plenary
for a reasonable cost.  This should give someone new a "taste" of the
IETF.
