[Chapter-delegates] Proposal for IETF Registration fee support for Chapters

dear all,
Overall I am absolutely in favor to support ideas for bringing more and new people into the IETF.
I believe it is a good idea to activate chapters in the area of support for the IETF.
It was already discussed if waving just the registration fee is enough to make the difference.
My guess is it could help somewhat combined with some chapter support or some chapter created additional funding.
It was also discussed that only inviting people to an IETF does not help
That is absolutely true. Having been part of the ISOC fellows program and having done IETF introduction tutorials I believe newcomers who are really guided (breakfast meetings every morning, multiple introduction talks from different working groups and other IETF people, one-to-one mentors during the meeting) have a good chance of coming to speed in the IETF
It was also discussed that only people who have some insight should be taken into the program
Looking at the questions which are used to select the supported (or invited) people in the existing ISOC technical fellows program and the selection criteria used later on in the process you can see that being on IETF mailing lists or working on an IETF draft are asked and gives a higher ranking in the selection. Also the potential fellow is asked how he intends to continue with IETF work later and what local outreach he would have after being part of the IETF.
It was also mentioned that the existing program is restricted to people from “emerging or developing economy”
My believe is that it would be much easier to extend the existing program to have an additional branch with different level of funding instead of inventing a completely new program.
The additional group could be selected with no limitations of the origin but with an added chapter support requirement for chapters regional near to the IETF location.
It was also asked if such a program needs coordination with IETF leadership
My answer is: yes absolutely (as all other activities by ISOC for the IETF)
