If I meant anyone in particular, I'd have mentioned it rather than
saying "IETF leadership". :-)
This is a proposal and the IETF has not been formally consulted about
this. I would speculate that if option (1) is retained, and thus
proposed to the IETF in a formal way, we would need to offer the option
of IETF leadership to have a say in the selection of candidates and for
the IETF to decide who is most suited to make this selection.

On the other hand, option (2) would probably not make the involvement of
the IETF mandatory and could indeed make use of already established
selection panels within the Internet Society. The whole point of the
paragraph is to show that we are no just offering this opportunity to
Chapters without a stringent selection process that will make sure the
effort is beneficial to the most deserving/promising applicants.
