[Chapter-delegates] Request that board member Sunday discuss forming a group to review the chapter proposals

Just gave my report to the Board from the ChAC.

One point they wanted me to make to the group is that their resolution
as defined by the Staff paper is not a rejection of our funding
proposal, but rather the initiation of a dialogue.
