[Chapter-delegates] New version of ICANN At-Large Review - ISOC Chapters role and future

Richard,

the "enhanced membership model" proposed for the ICANN At Large Review is a
throwback to the original constitution of the At Large by individuals (also
the IDNO or Individual Domain Name-Holders Organization), which failed
spectacularly.

It took lots of hard work to designn and put in place the present concept
based on organizations and a "Web of Trust". It is sadly true that it is a
corporativist design with a nnumber of probelms of its own. However,
instead of fixing its problems, the proposal "throws away the baby with the
bathwater."

Problems like capture by a few individuals will not be solved and in fact
most likely will be aggravated by the "enhanced membership model."
