[Chapter-delegates] Reporter's request re: CEO resignation

I think Vin and Dave are both right.  That achievements must be
acknowledged and the systemic issues with ISOC also needs to be addressed.
Perhaps this should be adopted as core deliverables and benchmark
assessment for the annual CEO review
