[Chapter-delegates] Application to form SIG Women

Dear Athena

This is a great idea
I'm at SIG Blockchain and also commented on the initial doc of SIG
Women and at the Women IGF event in LACIGF the chapter was also
discussed.

The focus on women who have children is important also to ensure that
technology and internet-related initiatives welcome families. There
are so many internet festival, code camps, hacker spaces, fab labs
which are yet not quite ready to embrace women and how they can
contribute, which could be immensely valuable if one has also this
view of inclusiveness.
