advocacy, they may need to keep it low-key and take care not to be on the
wrong radars.

​Even self-promotion (*for the Chapter*) is not necessarily a bad idea,
because promoting the Chapter (leading to local registration in the global
ISOC member DB) ​equates by association to promoting the ISOC mission. It's
not much, but definitely non-zero.

What I think you are aiming at (and please tell me if I'm not) is (ab)use
of Chapter names, titles, status and resources for nothing more than the
resumé-building and personal advancement of otherwise-inactive "leaders".
This is a genuine problem I have seen myself, though I am at a a short-term
loss to suggest verbiage to address it.
