[Chapter-delegates] [Community Input] WTDC-17 Background Paper

Dear Elizabeth,
I wanted to provide some inputs to the Background paper, in two parts.
First some thoughts I would like to share with you, and then some
adjustment proposals for the document.
During WTDC-17, I think it will be extremely important to evaluate the
existing technological deployments in terms of availability and use of the
available infrastructure, in order to determine if those who have access
are consuming all the existing resources, or if we require more, or If we
are constrained by existing models of marketing of Internet services, which
also limit access to new beneficiaries, meaning more connected users.
About costs of Internet services, at least in most of the countries of our
region, they Telecom Operators still present very high costs in fixed
broadband services. Services that ideally should arrive with appropriate
speeds to the houses of the users, at affordable prices. Perhaps one of the
reasons for this slow progress has to do with the deceptive penetration of
mobile telephony, which has allowed access to high-speed Internet Services
(HSPA, LTE), but in a very limited and unaffordable way.
In the same vein, it is necessary to evaluate traditional marketing models,
where quotas are still applied with costs per Mbyte transmitted, instead of
offering unlimited transmission services, with adequate speeds and at
affordable prices. In other words, what good is it to have 4G mobile
systems with speeds of 20, 30 or 60 Mbps, if I'm going to have a limited
information capacity to transfer (such as 50 Mbytes per day). For that it
is preferable to have lower speeds (3 or 4 Mbps), but that have no limit on
the transmitted information.
Finally, it is important to make the delegates understand that due to the
importance of the Internet in our lives, the bisectorial approach
(government-operators) is no longer enough to define an effective Internet
development agenda in our countries. On the contrary, it is vital to
increase the number of countries where different actors, particularly
governments, promote multi-stakeholder dialogue processes to generate
adequate inputs in decision-making.
These two aspects would imply the following proposed adjustments that I
prepare for your consideration:
In the section *Internet Society’s Objectives*:
First bullet paragraph:
In Buenos Aires, we intend to deliver our key messages on “Access and
Trust” in support of our Strategic Objectives. We will not only advocate
the key principles in our Enabling Environment Framework and the
Multistakeholder Approach for Internet development but invite governments
to fully commit to these approaches to ensure that Internet growth
continues and meets the goals of the United Nations 2030 Agenda for
Sustainable Development.
Proposal of adjustment for First bullet paragraph:
In Buenos Aires, we intend to deliver our key messages on “Access and
Trust” in support of our Strategic Objectives. We will not only advocate
the key principles in our Enabling Environment Framework and the
Multistakeholder Approach for Internet development but invite governments
to fully commit to these approaches, particularly in those countries where
does not have National Internet Governance Forums, to ensure that Internet
growth continues and meets the goals of the United Nations 2030 Agenda for
Sustainable Development.
Proposal to include a new bullet paragraph (after the one above).
Related to Infrastructure, delegates will be encouraged to perform an
evaluation about the existing infrastructure and current state of use, with
the purpose of analyzing if more users can be connected sooner, and what
are the difficulties to do it, and particularly analyze the current models
of commercialization of services, as probable cause for this limitation.
Those are my suggestions Elizabeth, I hope you find them useful.
