[Chapter-delegates] Revised Chapter Agreement

Hi
Perhaps I am missing something here, I don't think the MOU wants to put the
chapters in harms-way but rather local spokespersons on local Internet
issues.  Clearly the locals know the political climate in their own
countries and need to function with discretion.
