[Chapter-delegates] Revised Chapter Agreement

Give the fact that ISOC itself doesn't have limits on terms of officers,
but on Trustees, the answer if clear.
However, as a lawyer, is strongly recommend chapters looking into their
national legislation (first), and only after that - into suggestions by the
ISOC (global)(staff).
You can't have a functioning chapter, if the bylaws are not following the
national law.
