[Chapter-delegates] Revised Chapter Agreement

I fail to see what the “perpetual leadership” issue is? I have never heard of any person taking over a chapter and running it against the wishes of the membership for decades at a time. Therer is no evidence forcing reliable dedicated organisers out of office merely because they have been there for a number of years improves anything. I note the British Computer Society’s Internet Specialist Group has been run by the same chairman for 20 years, and is the most active and dynamic group they have. If someone is dedicated to the chapter, is actively devoting personal time to making it a success, is being repeatedly re-elected to office by the members, what greater benefit is achieved by forcing them out?

On the other hand, I know that many chapters struggle to get enough active members to do anything at all.

Hi All

Joly is pointing out an issue that has plagued some chapters which is the perpetual leadership issue. I think a three year term is a reasonable amount of time. Perhaps equally important is a strategic plan, annual reporting and conflict of interest clauses

Hi Joyce,

Thanks for this.

My first question is on the term limits clause:

(ii) establish the length and maximum number of terms that any individual may hold office both successively and in total.

I think for many Chapters this alone would need by-law change, probably requiring an AGM or an extraordinary vote. At the same time it is so vaguely worded as to allow effectively unlimited terms. Is there a limit as to what ISOC would accept?

We understand that some of the changes in the agreement will imply some changes at Chapter level and we will of course work with all of you to ensure you can go through the necessary processes at local level in due time.

We will expect Chapters to sign the revised agreement before 1st of January 2018 to still be eligible for Chapter funding.

Therefore, I’d like to ask you all to review the attached Chapter Charter in the next 30 days, until 31st August and please contact <mailto:chapter-support at isoc.org> chapter-support at isoc.org with any questions or specific issues you may have. A French and Spanish version will be available later this week.
