[Chapter-delegates] Revised Chapter Agreement

There's another option: we have done everything right, and people see no
reason to push more :)
In Bulgaria we have actually changed recently our bylaws and are waiting on
the court to tell us if these provisions are acceptable (terms limits, etc.)
