[Chapter-delegates] Revised Chapter Agreement

Hi All

Joly is pointing out an issue that has plagued some chapters  which is the
perpetual leadership issue.  I think a three year term is a reasonable
amount of time. Perhaps equally important is a strategic plan, annual
reporting and conflict of interest clauses
