The A and J root servers are operated by Verisign which is located in
the US and still has that ongoing agreement with NTIA about .com.
The B root is operated by ISI which is located in the US and has
historically had a lot of government contracts.
The C root is operated by Cogent which is located in the US.
The D root is operated by the University of Maryland which is located
in the US and I believe has significant government contracts.
The E root is operated by NASA, a branch of the US government.
The F rrot is operated by ISC which is located in the US.
The G root is operated by the US Department of Defense.
The H root is operated by the US Army.
The L root is operated by ICANN which is in the US.
The roots have a purely voluntary agreement to publish the IANA root
zone. Nobody wants to find out what happens if IANA and some or all
of the roots get into a fight.
