Yes, although the opportunities for mischief are limited.  The
Democrats are (quite reasonably) unhappy with the CR because there's
no money for the Flint MI toxic tap water but given the limited time
available, and since the CR only runs through Dec 9, they can try
again for Flint in December, but of course by then the IANA transition
will have happened.
