[Chapter-delegates] Interesting article about Internet history, ICANN, etc.

Hi,
It is very good article, but not about the Internet history, but
about possible changes that may happen in Internet governance
depending on US congress decision and if ICANN will stay
under the US law as a non-profit corporation with seat in
California. The current understanding about Internet governance is
clearly presented and not big changes will happen in the near
future as most of the "involved" have good reasons to stay as it is.
