[Chapter-delegates] Elections, Polls, Electorate

Hi Olivier,
We have recently gone through our chapter elections (Jan 2016) and
faced a similar issue. However, our bylaws very clearly state the
distinction between voting and non-voting members. Everyone
registering with us is just a member and can participate in all our
activities, whereas only those members are eligible for "voting" in
the elections who have attended, physically or remotely (through
Zoom/Skype/etc.) AT LEAST two chapter meetings in the last calendar
year. This distinguishes the active members from the non-active
members and can be a tool to filter out some dormant members.
