[Chapter-delegates] Elections, Polls, Electorate

Dear Olivier,
In our chapter we do only acept the members whose address are in the
country, or the citizens of the country living abroad. This rules are in
our statutes.

Yes we do have the problem with the ISOC membership, since ISOC "only"
requires a valid email address, maybe this was useful 20 years ago, with
very few free email systems, nowadays, you might enter with 10 different
emails, most chapters do not charge, global ISOC do not charge. I do expect
that someday ISOC changes that, and requires more info, like country,
address (at least a city), full name, clearly indicate that it must be a
natural person, not a company (and if you are a company enter as a
company).

ISOC has now like 100.000 members, and by the efforts of chapters and
global ISOC is recognized worlwide, so lets get serious about our
membership, some days we need to look back and really now who are we
representing when we speak as organized civil society.

Excellent idea the poll previous to the elections!.
