[Chapter-delegates] Results of chapter survey to create new set of chapter website tools

I think that moving into open source tools is a great idea and the project
should move forward. However,as you can read in other emails there are
already many ideas and comments as to what type of tools to use. The next
step should be for you to tell the chapters your recommended tools and let
us comment on them as to the coms and pros before deciding on anything.
After all we are going to end using these.
By the way, is this project going to take care of fixing (or replacing)the
"connect" platform. The current one does not "connect" at all, specially if
you are reading it in a mobile phone.
