This is a very good suggestion, in particular having a mentoring relationship established between newly engaged policy and or technical folks and those who have been participating in the IGF process for sometime would promote significantly more engagement in the discussion.

In the US, it is a mixture of Admin and Policy at least for ISOC DC and ISOC NY from what I know of. I very much like the idea that some one suggested of having two lists. Many ISOC leaders often do not have a chance to attend the Global IGF because of funding. Also funding of national and regional IGFs from ISOC is often not available for developed countries. One for new people geared to train young leaders and the second for chapter leaders. This could have similar criteria like they have for the leadership training of limiting the fellowship to once every two years. ICANN Fellowship has a second category for Alumni where they become coaches to the fellows and this could be an interesting way of keeping the involvement of the ambassadors. I think people drop out after the ambassadorship because they have no mentors or other people pushing them forward. If they had the ambassadorship continued with this extra coaching possibly we could keep these younger people active and engaged.
