My personal opinion is that we should register when chapters emerge and the
chapter should own it. Also when strategic reasons come about. Otherwise
we'd have to spend $1000 per year × 193 UN nations (+ a few extra) + misc
costs... and I'd rather see that go on local education, connectivity,
consumer protection...
