When you say 'dependence' - there are two things. Chapters are chartered by
ISOC or in the case of older (early stage) chapters there are lwtters of
affiliation. That means yhere are in principle agreements on how they
operate.

The system isn't perfect but with the new Chapters Advisory Council there
should be more and more clarity on what these agreements mean.

There should also be more evolution in the support systems too where
chapters together develop governance, marketing, fund raising,
community/government /industry etc engagement models and materials etc.

It's a great time to be involved as we are moving to stronger and deeper
models of operation!
