[Chapter-delegates] How do we incorporate China and other countries that are different?

That Vint (and Bob, and Paul, and Hualin Qian and Dave and so many others)
have been able to work together encourages me to think it remains possible.
I've been lucky to meet many extraordinary people who have helped the
Internet grow; it's because I know the good faith of so many that I think
we can make things better - despite the actions of governments. The split
between governments blew up in 2012, for reasons not worth discussing here.
It's time to solve it.

Haulin Qian was on the board from 2003-2007, according to
http://icannwiki.com/Hualin_Qian The same source says he is Vice-Chairman
of the Internet Society of China.
Yet one more reason I urge Kathy to reach out and develop a strong
relationship between all the "internet Societies."
