[Chapter-delegates] ION Bangladesh 2016

Hi  All
This type of  lack of communication isn't unusual  we have the same issue
with ICANN and their  presentations  without consultation with the local
ALAC or other communities despite being a multi-stakeholder.

In the case of  ISOC  we have  a bureaucracy that has various  activities
that  operate without any consultation or participation of the chapters.
In many ways the chapters are really outside the main business, similar to
how government works.  I don't think an advisory council is the answer.
