[Chapter-delegates] Advisory Council Rules and Procedures (provisional)

To the Chapter Delegates

In early January of this year, the Steering Committee released a draft
set of Rules and Procedures to the Chapters Leadership list.  We
received 2 substantive comments. Following the review, the Steering
Committee discussed those comments at its meeting on 14 March 2016.  The
approved notes from the discussion of that meeting are:

Issue: Existing AC Steering Committee members become candidates of
Steering Committee continuously up to three years.

Response: After discussion, the meeting felt that this change should not
be implemented, in particular because officers are limited to 5 years by
the Charter, and we should not discourage people who are willing to
contribute for several years in a row.

Issue:

In Paragraph 1. Definitions, the 2nd sentence of the definition of
"Officers" should read: "The duties of the officers are specified in
Paragraph 4 of the Charter."

In Paragraph 8, 2nd paragraph, 2nd sentence, should read "The vote shall
be initiated by the Chapters AC and it shall be organized by the ISOC
staff."

Per the Charter section 5.2, the Steering Committee has adopted these
Rules & Procedures as provisional, pending the upcoming Advisory Council
meeting.  Per the Charter section 8.2, these Rules and Procedures should
also be adopted by the Advisory Council, so they will be submitted for
approval at the first meeting of the Advisory Council.
