He did not.
the Board stonewalling against chapters for the last four years, undermining even the efforts of staff to interact more effectively.
While I can understand your frustration, this does not reflect reality IMHO.
What has happened the last 4 years? ISOC's Board undertook a major bylaws revision (after lengthy consultation with chapters!) that gave chapters an increase in the # of board seats, giving an equal # to those of IETF/IAB and Orgs. We helped the chapters create the Chapter Advisory Committee to be the way to build consensus, organize, share best practices, etc. We hired a new CEO, developed a new strategic plan that emphasized helping create more valuable chapters, and we encouraged & supported her efforts to reorganize to make this happen. That included hiring Raul, and building new regional bureaus.
But Rome wasn't built in a day and these things take time. I believe significant steps have been taken and a foundation built. Now is time to build on that foundation.
