Alex,
I am not sure Bob has said it - Ed says "my own words here".
However, if his observations are who are the active writers on this list 
- that's another question.
Perhaps ISOC Chapter support (copied here) could provide us with the 
normal statistics that we have seen on other lists - e.g. how many 
emails per month, etc.?
In general, the ISOC chapters are active and passive participants in the 
lists. That's quite normal. People have jobs, we are not 20 years ago, 
when email was the primary form of communication (for that matter, 
perhaps using Facebook as a way of engaging chapters and chapters' 
leaders may be an alternative, too, instead of ISOC's own form of social 
network).

But, if he has said it, then it's different.

Perhaps Bob could tell us?
