[Chapter-delegates] Application for an Internet Society Tanzania Chapter

Hello:

On behalf of the San Francisco Bay Area ISOC Chapter, we support this 
application for an Internet Society Chapter in Tanzania.
I personally have had the pleasure to work with Simon Balthazar and 
Abibu Ntahigiye on TZNIC & DNS Root Operator projects for several 
years.  Based on those experiences and meeting with Abibu Ntahigiye at 
ICANN 51 conference, I can confidently say that their professionalism 
and experience provide a strong foundation for this Chapter.
