[Chapter-delegates] Renewed application for ISOC Azerbaijan chapter

Jacek,

thanks for sending this - your comments are extremely valuable. Your
knowledge of the country and people - which I've witnessed - are tops.

I know Ulkar well - she has been doing this work for a long time and
deserves all support. During the IGF in Baku I was able to witness her good
work for schools in marginalized communities in the Caucasus (work which I
think you know much better than I do); very solid.

I also know a couple others in the list either personally or by reference.

Given the less-than-optimal conditions in Azerbaijan I think we should
consider ourselves ready to support this chapter - not only recognizing it
as part of the ISOC community but also putting in resources. Besides people
in the region, it seems that people who speak Russian and/or Turkish will
be able to do work on the ground, such as attending or holding seminars,
conferences and other meetings, which could also be used to gel the chapter
together by internal discusssion of ISOC matters and views.

We should also spread the word to scholars and others from outside
Azerbaijan who are working on research and productive activities so they
can tie up with the chapter, for mutual benefit as in the previous chapter.
Who in ISOC would be in charge of channelling all this to the chapter,
besides people in the chapter themselves?
