Dear Frederic:

I have scanned your recent report.

Trading Roaming Charges for Net Neutrality would be a very bad deal for the public.

1.	Roaming Charges should not exist in the first place and derive - in Europe - from the anomaly that the ITU allocated radio spectrum only  to the Member States.
	Abolishing Roaming Charges will come in any event. In any case it is a 'one off'.

2.	Compromising on Net Neutrality would open the door to a cascade of commercial abuses which we have already seen among the Cable TV operators.
