[Chapter-delegates] Chapter Advisory Council next steps

Hello Joyce!

   It was good to see you again on the IComm2015 call earlier this month.  About 
the chapter rep spreadsheet ...

   I note that there are still no edits/additions. Speaking for myself, the 
"friction" here is prior *mandatory* registration with box.com.  Personally, i'm 
somewhat allergic to any domain/service that has "box" in it, due to very 
intrusive/unpleasant experiences with similarly named services in the past.

   Perhaps there's a simpler way to do this? For groupware and shared documents, 
there are more familiar and trustworthy services available from Google and 
Microsoft. Will you be considering alternate sign-up procedures?
