[Chapter-delegates] Application to form a Chapter in the Research Triangle (North Carolina)

I know Chip Sharp, he is a very dynamic person, he was my instructor at
Cisco back in 2008, if only we had a person like him in our ISOC Chapter
here in Rwanda, it could be a blessing.
