[Chapter-delegates] Chapters Workshops

Dear Raúl,

I want not only to praise you for this worldwide effort, but recognise that with recent proposals (beyond the net) and regional workshops (Buenos Aires in our case) there is an increase in interest and activities in existing chapters, ass well as the creation of new chapters.
