[Chapter-delegates] Application to form a chapter in Ireland

I want to echo Olivier's welcome to this team of Internauts from Ireland
establishing a new chapter. Many of them are well known globally not
just on the Emerald isle or to us in the UK.
There has been a body of shared perspectives with members of the Irish
Internet community from the earliest days of the England chapter. More
recently Stephen Farrell has been hugely supportive for events I've put
on for the community in UK including those around the IETFs latest visit
to London in 2014 in the debate in Parliament on mass surveillance.
