[Chapter-delegates] Chapter Advisory Council

Dear all,

I join Gihan in thanking all those who made the Chapter Advisory Council a
reality and also the Board for approving it.

Putting this project together is a major step in promoting a more bottom-up
approach in ISOC but there's still a long way to go and the actual hard
work is just beginning.

As an incoming board member (starting in June), I am committed to helping
the AC have an effective role in ISOC and give chapters  the representation
they deserve.
