[Chapter-delegates] Application to form the Internet Society Chapter on Internet of Food

If for some reason, an alternate form other than that of a Chapter is to be
considered, then proposals such as this could be formalized as a "Global
Initiative", proposed by one or more Chapter or one or more members, but
endorsed and supported and adopted by the Internet Society, with functional
responsibilities left to the founders. We could also define such
Initiatives as "Permanent" projects, rather than defined as a Special
Interest Groups (as John suggested), which might make the Initiative appear
to be one with a focus on advocacy rather than on development or charitable
projects.
At the same time, what is wrong if initiatives such as this, come into
existence in the existing legal framework of Chapters? In the Internet
eco-system, what is really uncomfortable is the notion that Chapters have
to have a geographical boundary. The Disability Chapter, the Inter
Planetary Networking Chapter and the Chapter as proposed here, are
actually the Chapter ideas that fit better into the Internet model.
