[Chapter-delegates] A chapter consortium for a UNESCO Internet governance project?

Louis,

this is an RFP (request for proposals) so implied is a contract.

Those interested: please send me email stating you are interested and the
CV of the person who would join the work of writing a bid for the project.
I'll check whether we still have time and if we seem to gather together the
needed strengths.

To those who proposed Diplo or mentioned "policy shops" - no, Diplo will
surely bid on their own; and regarding policy shops who would work with us
instead of on their own, suggestions welcome.

One final point: please state whether you see a conflict in having the
chapter or its leaders competing with your members. For my case it is a
serious concern. Should a chapter do consulting like this? (in Mexico our
conclusion has been negative so far; this project has something that merits
further analysis instead of outright rejection).
