For those of us (like me) who are not familiar with ISOC jargon such as

There are many here who have been involved in ISOC chapters​ far longer
than I have been. But it was my observation to date that Chapters, until
recently did not have adequate representation as one of the three pillars
of ISOC (IETF, Organizational members, Chapters). They lacked a coherent
voice through which to advise ISOC on issues as they relate to the needs of
Chapters, both regarding internal development and contribution to global
efforts on policy advocacy and education.

The election of Board members by Chapters was one important step. The bylaw
changes that encouraged formation of a Chapter Advisory Council (to operate
in parallel with the Organizational Member Advisory Council which already
exists) were another.

I have heard many ideas in my conversations with other Chapter leaders and
members, ideas of how to better make use of the Chapter infrastructure to
contribute to this truly unique facet of ISOC. Some are internal; (capacity
building, leadership development, day-to-day operations, daily management)
and some are external (outreach, events, public policy, fundraising, etc.)
While I do not want to presume what others might want from it, there are a
number of benefits of having a Council as, amongst other things, a
bidirectional liaison between Chapters and the Board. (This is not the same
as Board members who are elected by Chapters; once on the Board they are no
longer directly accountable to the voters (until their next election).

I hope these answer your questions, at least partially. Many more will be
answered when the next draft is released.
