Good observation that deserves pinning down. Are we seeing yet another
set of newly interested parties pitching in and which no doubt will
require the community to repeat much of the awareness building, debates
and work over last twenty years?

Or is the difference now that these people consider themselves the power
brokers of the status quo and are impatient to fix things as they see it
to expand that influence. That is the driver is not for designing the
future but for solutions now and not to be too fussy about long term
consequences if a few (from their perspective ephemeral) things get
squashed.

The current round of trade treaties and legislative patches for
pervasive surveillance are not sensitive to the nuances. That is
suggestive of how agenda at this layer is pushed.
