[Chapter-delegates] Call for Input into Board skills criteria

Dear Eric & all,
Greetings,
ISOC Chapters in the Middle East have been trying hard to create a
geographical entity for the region for its common concerns.  Back in
October 2013, Walda Roseman wrote:

"...we will be establishing a Middle East Bureau and are recruiting for its
first Bureau Director, who will be an Arabic speaker and will be located in
the region..."

The call for application was done and since then nothing had visualize.

However, the ArabIGF group are doing great incremental work, but the area
still need long way to catch-up with the rest of the world.

My comments is not for this particular BoT but to give more attention to
this region particularly in the knowledge base in order to have more
qualified people in the region.

If you do just a small scan of the Chapter delegate contribution to the
discussions from the Middle East Chapters that by itself give an
indication.  I don't want to put the blame on the language barrier, but it
could be more into the high level of the intellectual discussions members
are not aware of it.
