[Chapter-delegates] Call for Input into Board skills criteria

Hi Charles

I'm not trying to pre-empt the deliberations of the nomcom here, but it
will really depend on who comes forward. If all of you capable, experienced
people don't offer to stand, then we would hope that other capable
candidates from other regions still nominate.

I don't think we can make geographic origin a *compulsory* criteria, but I
have certainly added to the call for nominations in the past a line like:

"Candidates from Asia are strongly encouraged to apply"

Obviously in this phase we would word it as Africa, Latin or Central
America.

We would certainly aim to put up the best range of candidates, too.
