[Chapter-delegates] ITU Resolution 175- Resolution for the Rights of Disabled Persons

Captioning on videos is either forgotten or done badly.

I know Michael Lockrey and his work. We are based in the same town.

It would be great if ISOC were to test this new app for its own videos.

Looking forward to seeing Glenn's report from the ICANN Technology 
Taskforce.
