[Chapter-delegates] Chapters Advisory Council

Am in agreement Evan and Sivasubramania.

As Eva suggested, chapters can be made more visible ISOC (CAC) could
jointly organize events with local chapters for outreach, public policy events
etc.

And here I wish to reiterate that the annual grant of USD 2000 is hardly
enough to conduct an event that would enhance enough visibility for a new
chapter in a local perspective, if the local chapter is unable to raise
 extra resources. Lack of resources (including administrative) is a major
hindrance for young chapters especially in developing countries, as
majority of membership are mainly volunteers, others jobless or
enthusiastic college students and leavers. I hope this could be an item on
the CACs first meeting.
