[Chapter-delegates] Chapters Advisory Council

Hi eveyone, Salut Olivier,

I've been discussing this issue with some of you F2F in LA. I shared 
some views on the important role that the CAC should play for Chapters 
and the Internet Society with Ted, Joyce and Chapter leaders. I concur 
with Olivier and Raul that we should now recap and go forward.

If I remember correctly, we had a draft (I translated one «final» 
version in French) that has not been followed by any action or did not 
have the expected result.

So I'll be glad to contribute to the next step on this important initiative.
