[Chapter-delegates] Issues facing Chapters

Same here, when we celebrated the 20th Anniversary of the Internet in the Philippines last March 29, we tapped students to man some of the operations of the forum that we organized.

The concept around community grants is competition which means that the program only touches issues that are present in successful applicants' proposals. What we need is an educatiom program that is designed for chapter development, chapter to chapter.
