Yours are good points, Narelle, especially since ICANN is in the process of
assembling a high-level Accountability Working Group
<https://www.icann.org/public-comments/enhancing-accountability-2014-05-06-en>,
distinct from from the IANA Stewardship coordination group to which you now
belong.

I am not sure if ISOC or IETF will have explicit seats on that WG as they
do on the IANA one, I have some people in mind within ICANN At-Large who I
think can assertively put forward the At-Large case for having ICANN as
accountable as possible to not only buyers and sellers of domains, but also
to the rest of the world that is impacted by ICANN's decisions.

A apologize for the role I have played in taking this thread off its
original course. The diversions been useful, but as you rightfully point
out off-topic.

My own suggestion going forward is to create a new Community at the ISOC
Connect website, dedicated to the IANA Stewardship transition. You and Demi
could then use this channel to solicit feedback (as well as research to
back up arguments, etc) based on what comes up at the meetings ... and
similarly, let the community know what's going on. Doing this on ISOC
Connect means participation is possible more widely than just chapter
delegates.

Eventually I can see another Connect Community being started on ICANN
Accountability, hopefully driven by community members involved in the high
level WG but open to all (including, I hope, ISOC policy staff!) who have
an interest in the topic. There issues such as some of the ones seen on
here might have a more-focused home. Indeed, given the activity we've seen
on this list perhaps that Community ought to start sooner rather than
later, not waiting for the WG to assemble.

The two issues intermingle, I suppose, because in some ways the issues of
oversight and accountability are pretty close to each other. But in our
immediate specific contexts -- oversight of IANA versus the broader
accountability of all of ICANN -- a split should be not only possible but
effective.
