I am not convinced the 'multi-stakeholder' hammer is appropriate here.

The so called 'technical community' appears to have an inconsistent view
towards the DNS being used as a content mitigation tool. The new quality
probably is the redelegation to a filtering server that substitutes the
authoritative DNS server(s). It might be time to reconsider the
approach to domain takedowns?
